
Emily Miller serves as President and CEO of Workforce Network, Inc., bringing strategic, mission-focused leadership to the organization since 2025. She is committed to aligning workforce development with employer needs while expanding access to training, resources, and support that help individuals achieve long-term stability and career success. Through collaboration and innovation, Emily continues to strengthen partnerships and expand Workforce Network’s impact across healthcare, skilled trades, and other in-demand fields.

Long before joining Workforce Network, Gail Davalos was helping build training pathways throughout the Highland Lakes region. Drawing on decades of experience in healthcare sales, marketing, and business development, she has expanded partnerships, aligned workforce training with employer needs, and strengthened the organization’s presence across Llano, Burnet, and Blanco Counties. Gail will continue serving in her leadership role through September 2026, bringing collaboration, energy, and vision to the organization’s mission.

Kelly Lofton brings clinical expertise and deep compassion to her work, shaped by her experience as a pediatric oncology nurse supporting children and families through difficult moments. Known for building trust, advocating with determination, and approaching challenges with empathy and creative problem-solving, she is guided by the importance of meeting people where they are. Whether working with community partners or supporting individuals directly, Kelly’s dedication and genuine care leave a meaningful impact.

Cece Goad serves as Program Coordinator for Getting Ahead in a Just Gettin’ By World and R Rules, bringing a thoughtful, trauma-informed approach to adult and youth programming. As a Certified Yoga Therapist, she incorporates mindfulness, emotional awareness, and practical tools to help participants build resilience and confidence. Her calm, compassionate presence creates a supportive environment where individuals feel seen, respected, and empowered to grow.

Whitney Goble is the newest member of the Workforce Network team, bringing experience in marketing, branding, and nonprofit leadership. She is passionate about creating clear, compelling messages that strengthen organizational identity and inspire community engagement. With creativity and purpose, Whitney helps translate complex ideas into meaningful stories that elevate mission-driven work.

Jennifer Kilpatrick serves as a Case Manager, bringing empathy, reliability, and thoughtful attention to those she supports. A Llano resident and single mother of three sons, her personal and professional experiences have shaped her resilience, determination, and strong commitment to advocacy. Though she does not seek the spotlight, Jennifer’s steady presence, follow-through, and genuine care make a meaningful impact on her team and community.

Casey Rua serves as a Case Manager, bringing a calm, compassionate, and professional approach to her work with participants and partners. With a background in social work, she helps individuals navigate complex challenges while connecting them with the guidance and resources needed to move forward confidently. Currently pursuing her Master of Social Work at the University of Texas, Casey’s dedication to growth and service makes her a valued member of the team.

AnthonyCapra serves as a Case Manager, bringing positive energy, empathy, and a genuine passion for helping others. Known for his warm and encouraging approach, he connects easily with participants and ensures they have the guidance and resources needed to move forward confidently. His solutions-focused mindset and commitment to service make him a trusted advocate and valued member of the team.

Our Board of Directors provides strategic guidance, oversight, and leadership to support Workforce Network’s mission and long-term success. Comprised of dedicated community and industry leaders, the board helps shape organizational priorities, strengthen partnerships, and ensure accountability.
