
Gail Davalos’ 26-year sales career was spent in information technology, retail, and health care. Davalos acquired and managed the IT accounts of Fortune 100 companies for a $1 billion computer and networking company. Then as Vice President of a state-wide healthcare organization, she led a team to acquire and retain customer accounts representing $200 million in annual revenue. Davalos led a company-expansion plan culminating in 80% growth of subscribers over two years. Her management responsibilities included product development, provider and broker networks, sales staffs, and regulatory compliance.
After retirement, Davalos started the workforce development initiative for Burnet and Llano counties in 2013 when she founded a charitable foundation, Mickey West Career Assets. Davalos wanted to preserve her mother’s legacy, who as a child of poverty pursued work and education as her way into a successful career and financial affluence. Her work with the Marble Falls Economic Development Corporation led to the first job-training grant in 2015. In 2018, Davalos met Fay Crider and the two merged their work upon discovering they shared a passion for helping adults attain job skills leading to family-sustaining wages.

Emily Miller serves as President and CEO of Workforce Network, Inc., joining the organization in 2025 with a strong commitment to expanding opportunity and driving meaningful impact in the communities it serves. As a mission-focused leader, Emily brings a strategic vision centered on aligning workforce development with the evolving needs of employers while ensuring individuals have access to the training, resources, and support necessary for long-term success.
Under her leadership, Workforce Network continues to strengthen partnerships across industries, education, and community organizations to create responsive, high-quality programs in healthcare, skilled trades, and other in-demand fields. Emily is passionate about building systems that not only prepare individuals for employment but also support them in achieving stability and upward mobility.
