In 2015, a major shift in the workforce development landscape led to a structural change within the organization. As large-scale contracting models evolved, the nonprofit arm of Workforce Network was entrusted to new leadership, creating the foundation for a new direction and future growth.
This transition ultimately set the stage for Workforce Network’s next chapter in the Highland Lakes region.

The Highland Lakes chapter of Workforce Network, Inc. was born through the leadership of Fay Crider, who was the trusted steward of WNI in Corpus Christi.
Fay brought decades of experience in case management, workforce systems, and non profit management. Her leadership is grounded in humility, trust, and people-first principles and she has built a culture where respect is earned, collaboration is expected, and grace is part of everyday operations. Her approach emphasizes space for individual strengths, and a shared commitment to doing meaningful work.
Fay Crider retired in March 2026 after more than three decades of dedicated service and is sincerely missed. With heartfelt gratitude, everyone at Workforce Network honors the deep legacy she leaves behind, built on compassion, integrity, and unwavering commitment to helping others.

Years before ever meeting Fay or hearing the words Workforce Network, Gail Davalos was already busy building training pathways in the Highland Lakes region.
Inspired by the tenacity and work ethic of her mother, Micki West and armed with decades of experience in sales, marketing, and business development in the healthcare sector, Gail has played a key role in expanding the organization’s reach, building strategic partnerships, and aligning workforce training with the needs of local employers and industry.
Her leadership is grounded in connection, opportunity, and forward momentum. With a focus on relationship-building and community engagement, Gail has helped position Workforce Network as a trusted workforce partner across Llano, Burnet, and Blanco Counties. She brings energy and vision to the organization’s mission, ensuring programs remain responsive, relevant, and rooted in real-world demand.
Gail’s approach centers on collaboration and growth—bridging employers, community stakeholders, and training opportunities to create pathways that lead to meaningful employment and stronger local economies.
Gail Davalos will continue in her leadership role through September 2026.

The future of Workforce Network, Inc. is rooted in continued growth, stronger partnerships, and an unwavering commitment to expanding opportunity across Burnet, Blanco & Llano Counties. As workforce needs evolve, so too will our approach—adapting training programs, deepening employer relationships, and ensuring individuals are prepared for meaningful, in-demand careers.
At the center of this next chapter is Emily Miller, who has stepped into the role of Chief Executive Officer. Emily will continue to honor the culture that has been established while guiding the organization forward with her own strengths and principles.
